Of course, simply knowing the rules of chess does not imply you can win a game, it only makes it possible. In a similar way, knowing the basic rules of elementary particles still makes it incredibly difficult to understand a larger (for example biological) system.

Feynman said something similar when he explained the chess analogy during the Messenger ectures if I remember correctly.
